"Most projects don't fail during construction. They fail in the assumptions made before construction begins."
Rebecca Lloyd-Jones
Australia’s housing challenges can’t be solved by construction methods alone.
Rebecca Lloyd-Jones is a development strategist and client-side project advisor who helps developers, investors and project teams make better decisions before significant time and money are committed.
Her presentations challenge common assumptions about housing delivery by examining the entire development system – from land acquisition and planning through to construction and project completion.
Drawing on experience across planning coordination, development feasibility, pre-construction strategy and project delivery, Rebecca connects the disciplines that often operate in isolation, helping audiences understand why projects succeed, stall or never proceed at all.
Whether speaking to government, industry or education audiences, her sessions focus on practical insights, evidence-based discussion and the decisions that have the greatest influence on successful housing outcomes.
Australia has a delivery problem.
Offsite and industrialised construction are powerful tools – but they are only one link in a much larger delivery chain. This presentation explores where projects become delayed or fail altogether, how market volatility affects decision-making throughout development, and why solving housing requires improvements across the entire delivery system rather than construction alone.

Most development problems aren’t created during construction.
They’re created months—or years—earlier.
This session explores how early feasibility, planning strategy, consultant coordination and risk assessment influence project outcomes long before construction begins.

WHY HOUSING APPROVALS DON’T EQUAL HOMES
Australia has hundreds of thousands of approved dwellings that never become completed homes.
Why?
This presentation examines the gap between approval and delivery, challenging common assumptions about planning delays while exploring the financial, commercial and systemic factors that determine whether projects proceed.
DEVELOPMENT RISK BEFORE CONSTRUCTION
The highest-impact project decisions are often made before a builder is appointed.
This presentation explores how feasibility, planning strategy, design coordination and procurement decisions influence project risk, cost and delivery outcomes.
THE MISSING MIDDLE OPPORTUNITY
Australia’s housing conversation has become polarised between detached housing and high-rise apartments.
This session explores alternative housing typologies, planning considerations and development strategies that better respond to changing household needs.
Rebecca’s current research focuses on Australia’s housing delivery system and the decisions that influence whether approved projects become completed homes.

She is a Certified Development Professional (API) and regularly contributes to industry discussions on housing delivery, planning reform, development feasibility and industrialised construction.
Rather than viewing housing through a single discipline, Rebecca focuses on the interaction between planning, finance, design, procurement and construction—and how better decisions across these interconnected systems can improve housing outcomes.
