Housing Delivery Lab was established to investigate one question:
Why is Australia struggling to turn housing ambition into completed homes?
Housing discussions often focus on individual issues.
Planning.
Construction.
Finance.
Infrastructure.
Skills.
Modern Methods of Construction.
Each is important.
But housing is delivered through an interconnected system.
Improving one part of that system does not necessarily improve overall housing delivery.
Housing Delivery Lab applies systems thinking to understand how these components interact, where delivery breaks down and which interventions are most likely to improve outcomes.
Our goal is practical.
To produce research that helps governments, industry and communities make better decisions based on evidence rather than assumptions.
Australia’s housing challenge is often framed as a planning problem, a construction problem or a finance problem.
In reality, housing delivery is a system.
Homes move through dozens of interconnected decisions involving land, planning, infrastructure, finance, procurement, design, manufacturing, construction, regulation and occupation.
Projects rarely fail because of one decision.
They fail because critical links between these stages break down.
Housing Delivery Lab exists to understand those links.

AUSTRALIA’S MMC HOUSING DELIVERY CHAIN
Modern Methods of Construction have become central to Australia’s housing discussion.
Investment is increasing.
Policy support is growing.
Manufacturing capability is expanding.
But successful housing delivery depends on far more than factories.
Our first research project maps the complete MMC delivery chain, identifying where projects can stall between policy ambition and completed homes, and highlighting opportunities to improve coordination across government, finance, planning, manufacturing and construction.
