National MMC Certification Scheme for Prefabricated Construction Progresses

ARTICLE:

Australia has taken another step towards developing a nationally consistent approach to prefabricated construction, with consultation closing on the proposed National Voluntary Certification Scheme for Manufacturers of Prefabricated Construction.

The Australian Building Codes Board (ABCB) is developing the proposed scheme to establish an independent certification pathway for manufacturers, supporting greater consistency in the assessment and assurance of prefabricated building systems.

The consultation considered a proposed definition of prefabricated construction within the National Construction Code (NCC), draft certification scheme rules and an economic analysis examining the potential costs and benefits of the approach.

The proposed scheme responds to challenges associated with existing regulatory arrangements, where manufacturers may encounter differing requirements and approval processes across jurisdictions and projects.

A nationally consistent certification pathway could support industry confidence, reduce duplication and provide clearer expectations for manufacturers seeking to supply projects across Australia.

Consultation closed on 15 September 2026. The scheme remains under development and should not be treated as an established certification pathway.

OUR PERSPECTIVE

Nationally consistent manufacturing assurance represents an important opportunity to support greater adoption of MMC.

However, certification of manufacturing processes and systems is only one part of the wider construction delivery process.

Design responsibility, compliance documentation, project-specific approvals, installation requirements and handovers between manufacturers and site-based construction teams must also be clearly addressed.

The effectiveness of a national certification scheme will depend partly on how manufacturing assurance connects with these existing project responsibilities and regulatory requirements.
