ARTICLE:
prefabAUS has launched a new standard-form contract specifically designed for prefabricated residential construction, addressing longstanding challenges associated with financing homes manufactured offsite.
Developed with sponsorship from Commonwealth Bank of Australia (CommBank), the contract provides an industry-wide framework intended for use by builders, manufacturers, customers and lenders, regardless of the finance provider.
Traditional residential building contracts generally assume that construction progresses on site, with payments linked to completed stages of physical construction.
Prefabricated housing operates differently. Significant manufacturing work and expenditure can occur in a factory before building components or modules arrive on site, creating challenges for conventional progress payment and lending arrangements.
The new contract recognises these differences and aims to better align contractual and financing arrangements with offsite construction.
Initially developed for Class 1 domestic construction, including detached housing, the contract also supports the broader prefabAUS Industry Roadmap 2023–2033, which identifies procurement reform, financing and Design for Manufacture and Assembly (DfMA) as important areas for industry development.
OUR PERSPECTIVE
Financing and contracting arrangements are critical to the wider adoption of MMC, particularly where substantial expenditure occurs before components reach the construction site.
A standardised contract can help address uncertainty, but successful delivery also depends on how responsibilities, decisions and information requirements are coordinated between developers, designers, manufacturers, builders and financiers.
Addressing financing barriers is an important step towards integrating MMC into mainstream construction. The next challenge is ensuring the wider project delivery process supports these arrangements.
