Victoria Expands MMC Housing Delivery Across the State

The Victorian Government is delivering more than 350 homes using modern methods of construction across metropolitan and regional Victoria. This includes 250 homes through the Regional Housing Fund’s MMC program, alongside other social and small-home initiatives. A pre-approved supplier panel is being used to streamline procurement and support delivery.

OUR PERSPECTIVE

Victoria’s use of modern methods of construction is an opportunity to connect immediate housing needs with the longer-term development of a more productive construction sector. Government procurement can play an important role by providing manufacturers with the confidence to invest in facilities, workforce capability and repeatable delivery systems.

However, a pre-approved supplier panel is only one part of the equation. Its value will depend on whether it translates into a consistent flow of projects that are funded, appropriately designed and ready to proceed. Factory production needs to be coordinated with land availability, planning approvals, infrastructure connections and on-site works. Delays in any of these areas can undermine the time and cost advantages that modern construction methods seek to offer.

From a Travaux perspective, the broader opportunity is to move beyond individual projects towards a coordinated housing delivery program. That means establishing a predictable pipeline, evaluating whole-of-project costs and sharing lessons across government, manufacturers and housing providers. Success should be measured through completed, well-located homes that meet residents’ needs, alongside the industry’s growing capacity to deliver reliably at scale.
